    I'm sure I saw a thread recently complaining of something similar, it was suggested a supplier was sending out steering dampers that were actually shock absorbers hence the differing bump and rebound characteristic.

    Not necessarily, if it's salt water or potentially contaminated like effluent or sewage as happens in floods then yes, but sometimes with clean fresh water it might depend on the extent of damage. In the case of total submersion like this then I would think total loss every time.
