if its a p38 then its more than likely the elements have burnt out. check to make sure you have power and earth to the elements, if so then you'll need to replace them. Not for the faint hearted!
 
the job is simple, its usually broken where the 'rib' in on the seat base, there is a guide on Heated Seat Repair Operations

2 mins to fix with crimp fittings, also route the element to the side a little to avoid it in future, it will take a bit of fiddling to get to it but i have done it and it works fine!!!!!
 
Mine was the same both sides when i had it .the switches lit up but no heat.both pads had gone..they work ok now,but p38 seats dont get that hot not like the RR3.
