Testing TD5 EGR Operation

Hi everyone, ive had a few performance issues recently with my defender, so far I have;

1. removed and cleaned MAF sensor, Air Filter Sesnor and AAP sensor
2. cleaned and refitted ITG air filter
3. cleaned oil from ecu plug and checked ecu unit
4. replaced injector harness
5. removed egr and ilt unit and replaced with egr bypass kit
6. fitted silicon hoses

and yes it does run alot smoother now.

I removed and cleaned the egr and ilt unit, the egr valve does move when manually tested with a vacuum pump, when I connect the egr unit to the vacuum hose of the modulator thingy (there are two on a 2004 td5 eu3 engine, one for the inlet throttle valve and one for the egr valve) and attach a hawkeye diganostic and test the egr function it does not open, have also tested the ILT function which does open under test.

Using the hawkeye the values coming from both the ILT and egr vacuum modulators is 11 (-11 psi?)
using a hand held tester the ILT starts to open at 9 and is fully open at 18, the egr valve starts to open at 13 and is fully open at 21.

so my question is two part really, does the hawkeye diagnostic only pulse the solenoids with a default 11 ? hence why the egr valve isnt opening when tested with the hawkeye.

second part is how could I test the egr valve while its not connected / bolted to vehicle, if I simply placed it on the wing and connected the vacuum tubes and then ran engine once warm and over 2000 revs should i expect to see the egr valve open ? I would like to get it working properely so that i can put it back on if I need to for the MOT.
