ignition won't turn off

Driving home the other night my instruments all failed on me. In the morning I checked the fuses and no.7 had blown as had the 20 amp one under the drivers set. I've changed both the fuses and now the ignition is on without any need for keys. The only way to get it off is to remove the 20 amp fuse under the seat.
Anyone have any idea?

A short circuit some where that's why the fuses had blown, could be faulty wiring, relay, switch who knows.
