Can you swap steering wheels between ages and between the Clarion/Alpine head units?

In essence, are the resistor values for the switches the same all the way from 1994-2002? I think they are but wondered if anyone knew better.

I ask because on a second-hand wheel I've bought, only the track skip buttons work. Everything (volume, track skip, mode and cruise) works when I swap back to my original wheel so the rotary coupler etc. is fine. The problem must be in the wheel. Wiring on flex PCB looks identical so either the resistor values changed or the switches are faulty on the wheel I've bought. Looks a right fiddle to swap my switches between wheels - drilling out a few rivets etc. - and I don't want two faulty wheels at the end!
 
I took switches out of a steering wheel awhile ago - as a spare set, and I don't recall there being any rivets to remove. There were some Torx head screws/bolts but think between that and some bits clipping in, the whole ribbon cable/switch assembly was fairly easy to remove once the air bag was taken out.
 
Maybe my pair is by a different manufacturer - both had 2000/2001 manufacturing dates on them. Both wheels had rivets holding the flex PCB in place - particularly to earth the horn push. Switches were easy to slide out from the foam moldings, but the PCB was fixed to the alloy casting of the wheel with rivets - no Torx screws. Rivets could be drilled out but I was worried about chewing the flex PCB at the same time.

Returned the wheel in the end.
