Mine is even worse ( Californian motor regs) You can start it without the seat belt fastened, but will not select drive. If you take the seatbelt off when you are in drive it sounds like a mad Tonibell ice cream wagon !! All to do with the "Bathrobe" option...Dont ask!!

Blast some switch cleaner into the anchor point. Could be full off muck on the contacts.

Did he check the souner unit. Located in the rear left hand boot panel ? They can get pretty mucky.
