Wastegate actuator

hi all new to Land Rover freelander and I have used your forum to help solve a few proplems with my td4 and found you all to be very helpful.
But now I’m stumped some one appears to have put a universal wastegate actuator on and Evan though I set it by vacuum pump to 15 hg on my hand pump still can not get any pre boost do any of you clever people know where I can get the correct one or how can I set this one to get pre boost thanks for any help

Sorry that should be 15 in hg mercury by hand vacume pump
