Many years ago I had something similar on my TD5. It put its engine management light on and wouldn't do anything more than tickover. Occasionally it would rev as normal, but kept going back to tickover. It turned out to be a problem in the wiring loom between the accelerator pedal and the ECU. I'm not saying yours has exactly that problem, but don't forget the integrity of the wiring loom itself, as that is often overlooked.
