presumably the handbrake lever is going back down?
its not a half inch socket thats fallen down the split gaiter an wedged itself under the lever not allowing it to release fully.......
handbrake drum off then, see whats happening inside
(if you can get it off!)
where is the handbrake drum ???
ive had a look underneath and can see where the handbrake cable is
is it near that or infact that

unsure of your mechanical ability or knowledge, so...
between the back wheels is the back axle
from this, is a shaft going t'wards the front of the motor.
where this shaft goes into the middle of a big circular thing,
this is the handbrake drum.
where the shaft attaches, its held on by 4 nuts. 9/16 spanner or 14mm, and they could be arkward? to get off. may be easier to lift a back wheel on jack and rotate drive train with gearbox in neutral to get all nuts.
once shaft is off, drum should pull off.
problem your gonna have, is if you cant release brake, then drum wont slide off. gonna have to back the adjuster off (3 oclock postion on drum backplate, lookin t'wards back of motor. this may or may not help, depending on what has fallen off or dropped to bits.
you need to ensure first that the handbrake lever is returning to its at rest position as you havent said yes or no to this.
if the drum wont come off with the adjuster released, i cant talk you thru that as its non standard. would have to see it.
if your not mechanically apt, get someone in for it.
