redhand, I was of the same opion as you. if they weren't fitted when the car was manufactured then children don't need to wear them (seeing as they arnt there it would be bloody hard for them to wear them).
However, on the link it clearly states that in older cars where belts are not fitted you are not allowed to carry children. IF there are not enough belts to go around then thats a different matter.
If you go here Child Car Seats : The Law then you will find that "The law will be changing in May 2009 to prevent the carrage of more passengers than there are seat belts, and the exact details of this law will be announced by the Department for Transport closer to the time".
So whatever the law is now it will be irrelevant next year......:mad:
