Headlights settings

Hi everyone,

The headlights from my Freelander 1 (facelift) are pointing to low and I'm pretty sure because of that it will fail on the next Mot.
I have tried to adjust them by myself by rotating the 8mm screws located at the back of the headlight unit (I guess this is the right screws!)
However, there is an hiccup, as they don't operate on the beam orientation. Basically the beam remain the same even after having turned the screw many times either clockwise or anticlockwise.
Just to make a test, I tried to operate the beam settings screws from my friend's freelander, but exactly the same things happen. The beam won't move neither up nor down.
So It makes me wonder, do I use the appropriate screws? Is there a weak point on those Freelander that I should be aware of? Such as a jammed headlight setting mecanism that is coming with age or even because a crumbled plastic gear?
