Ask him to check the stroke on the injection plunger is at 1.54mm using a Dial indicator and that the timing pin fits ok at that.
What sort of diesel pump specialist is he that he cannnot bench test it?

Says they only do Common Rail stuff these days. Mate of mine says he might be able to sort it.

My two penneth:-

Your timing is out - and not by much - either the FIP flange has been put back on out of place, OR, the belt is a tooth out ...

As James and Neilly have said, setting the FIP injection point can only be done using a DTI - see the video James linked to above...

Watched a few of his Vids, that Bloke knows his stuff, nearly as clever as James.
 
Aint tried nothing yet with the Pump ordered Dial Gauge wont be here till next week.
I know yous have heard it all before but thought id give it one last try.
Got the Correct Timing Pins both in and Marks lined up. , But can I Fu!!k get the belt to go back on, Really Tight. loosed the 3 bolts on pump wheel, pretty sure ive done everything else right from info on Vids ect, but still cant get the dam thing to go on, very little in it.
What have I done wrong now. ?

is it fitted fully on crank pulley,its easy for it not to be, and you fit it on crank and cam then injection pump, when its on cam and crank carefully take up any slack by rotating cam anticlockwise,then with pump bolts slack fit on pump pulley

Got pump bolts slack, it's on crank, can't get cam to rotate
 
I have boths pins fitted flywheel and pump, should I remove them to turn cam?
no, if its timed marks aligned pins fitted ,fit belt on crank and cam,ensure crank is correct because it easily jumps from been engaged at the top but jumps on top of a tooth at the bottom, then remove any slack in belt by turning cam a little
