I agree that if things are covered in oil you wouldn’t expect rust. But the fact is it’s rusting !! So I would say yes. Get it filled and buttoned up. Remove any rust prior to this as it will just contaminate any oil it comes into contact with.

Just watching a video on fitting slickshift which I am doing while I have top plate on bench. The guy says to grease the ball and socket liberally but doesn't say what type of grease to use. Anybody know what's best? I have general purpose grease, lithium grease and marine white grease.
