Sounds like the CAT has lost all nine lives.
If there is a 2nd lambda sensor after the CAT it will sense the under performance of the CAT. Where are you from? There is a deCAT pipe, but for the 2nd sensor on the exhaust you will need a MIL eliminator with a deCAT. Pre 2001 models do not need this. Otherwise it is a new or second hand CAT.
