Could new users be sent an automated PM Something like

I think the first line of welcome should read:- 'Do a :search: FFS. If you don't like it then **** off' Should sort the wheat from the chaff I reckon.
 
While it may be annoying to see the same questions re-appear all the time, it is actually healthy for the forum.

The more content = the more indexes the forum will have on Google. Also, newer content is likely to appear further up on Google than older content, when comparing 2 similar sites with a similar page rank. The end result is more traffic.

Instead of a PM though, it would be easier to use vBulletin's notice system, which would display at the top of the page. This could be configured to only display to users who have less than x amount of posts, and it would be far more noticeable than a PM too.
 
wot about for the first time they try to make a new fred for say there first 20 posts they get a pop u that say's

also as the forum is based on a template surely there is a new user guide link somewhere that you can link or incorporate that explains how it all works
 
I do think it's useful for the same questions to cycle back around eventually. It keeps the answers fresh and someone could have come up with an ingenious way of fixing an old problem.
