I agree with Teddywood, Sounds like fuel filter or pump but it depends if you know if it/they have been changed at all. I would start with the easy option of replacing the filter before you go over the top by replacing the enginemy old car did this and it was the fuel pump in the tank
It does not look like you need to remove the pump to change the regulator seals.Been advised above to replace o ring in HPFP but where is this located??

It's a 2001 model...sorry I'm not the best when it comes to what's what on engine. I'm happy to turn my hand to anything though.
So you said tank...meaning in foot under carpet I will need to undo the circular plate???
Also you said pump on engine...that's on right and side by the ECU and battery??

It's a process of elimination. Start with that thenBeen advised above to replace o ring in HPFP but where is this located??
