When the BECM blew on my first p38 I bought another and it came with a ECU and what they just fitted to this car I can't remember what year they said it was from

Early/Late EDC is selectable in BECM. If you have the wrong one selected the engine won't start even if the security code is synced. Think you need to find someone with proper diag who knows what they are doing. Glow lamps are a simple function of engine temp as read by ECU engine temp sensor, and switched on or off for variable periods of time by the engine ECU subject to this temp reading.

This does sound like a sync problem if no other obvious problem is present.
Although garages have diagnostic equipement, their ability to use is just as important, with the benefit of knowing how range rovers work.
This is why you have dedicated specialist garages. You may pay a little more, but at least they know what they're doing.

I can't remember fully if ECU is from a late model (2001) would a syncmate be able do it or would it have to be selected in the BCM

No, you're back where you started needing a Nanocom or similar. I'm not sure if the later ECU will work with an earlier engine even if you change the setting. Pretty sure they have some different inputs.
