Under Powered

I,ve just rebuilt my 200tdi engine from shells up + recon,ed the turbo and find it sees the hill before me. There is just no get up and go in it. Won,t do over 60mph.

Any Ideas on my problem ?

If pump and cam timing is okay,i would be looking at the fuelling, ie full throttle travel, boost sensor pipe connected up? it will be only something simple that you have forgotten.
