third row seat locked in position

Hi all, my left hand side third row seat is stuck and will not stow away.
Is there a manual override I can use to release it please.

Rather than twist the handle . Give the tape a dam good yank . Even try some grips on it . Mine sticks down sometimes that normally does the trick
 
Sorry what do you mean by tape.....there is green lever which does not seem to do anything when you pull it. I need to release the base of the chair from the floor of the boot
 
To release the base you twist the black bar at the back off the base not the lever that only does the top half of seat . If that don't work pull on the tape / strap .
