yer actual 'underground railway' was the name given to the network of 'agents' that helped escaped POW's get out of France during WW2. The name probably came from the fact that some of the French railway workers would hide the POW's in the freight wagons of the trains.
It then spread to mean the whole network of Frogs, from Strasbourg in the north to Perignan in the south and all points inbetween, willing to put their life on the line to help POW's to get back to the UK.
The Frogs use the term 'package' or 'parcel' to describe POW's rather than refer to them as POW's incase the krauts or a colaborator over heard then. So as we're talking about a network of like minded people moving packages around Europe it would seem that some smartsare decided it would be a good idea to nick the name.

ooooo! ave just looked it up and it seems the Frogs stole it from Nth America.
it looks as if the term 'underground railway' was first used while folk was helping the black slaves in america escape into Canada and then during WW2 it wur used to describe a similar situation in Europe
