TD5 fuel flap won't lock

As per the title. I have a '99 TD5 and the fuel flap wont lock shut. You can see the latch doesn't move now and when you push the unlocking switch in the cab it no longer makes a sound. Been bodging it with blu tac for a couple of weeks but feel I should find the proper solution.
Any one got some ideas where to start on this? I seem to have lost my rave manual.
