Discovery 1 - fuel filler flap

Hoping someone can shed some light on this peculiar problem. I have a 1997 Discovery with key operated fuel filler flap that is not opening/unlocking. I have tried locking unlocking with key fob, manually from the inside but pulling the driver side lock up and down (it is really hard to pull up or push down this knob) and also by using key on driver door, all to no avail. The key will not turn the lock mechanism on the fuel flap. Are you guys aware of any emergency release mechanism or workaround to this problem? I am not too sure but is the key mechanism on the fuel flap connected to the alarm system? Any help is greatly appreciated!
 
Sprayed some de-icer in there plus heated up the key and voila!!! Like magic. I'm from los angeles on a road trip in Alberta and must say was super perplexed when the issue arose.. Glad it happened in banff on not in the open road. Thank you very much for the tip!! Cheers from Alberta!

Put a thumbfull of petroleum jelly in all the keyholes, keeps the water out a bit ...
 
Assuming it is colder in Alberta than in Los Angeles! Maybe you just ain't used to cold climes driving!
