TD4 Power Issues!!!!!!!!!!!!

Hi All,
Been having a few issues with the freelander. It is a 2002 TD4 which is loosing power on slight inclines, dropping from 70mph down to barely 50mph.

I purchased a new air filter, breather filter and inline turbo filter, fitted these and all seemed fine.:)

3 days (200 miles commuting later), acceleration through the gears is good, but has started loosing power again on the slightest of inclines:confused:

One thing i noticed whilst changing the filters, is the small inline turbo filter i removed that disapears down the back of the engine, had a small piece of black hose (20mm long) attached to the end as if there should normally be something there, going somewhere?

I have fitted the new turbo filter, but again not attached any pipe to the other end of it.
Should there be a bit of hose attached to the end of this filter, and if so should that then attach to something and would this solve my lack of power issues?

Help needed as this is starting to drive me mad!!!!!!!

... and that filter hanging down the back - like a petrol filter - is meant to be open to the air at one end
