it looks like a small universal fuel filter (the type that used to get fitted to mk1 and 2 fiestas

it looks like its attached to a vacuum hose

Yep

It's a breather for the Turbo

It hangs down behind the engine with that filter on the end and remains open to the atmosphere

It's supposed to be just like that.
Don't connect it to any spare pipes nearby or strange things will happen to the running of the engine
