just found this and ripped it off shamelessly :)

If you have 3 wires to the fuel stop solenoid it means you have a DDS unit ie digital diesel solenoid. It's a tamperproof fuel cut off solenoid. They can be a bit of a nuisance and could possibly be the cause of your car not starting.
Imo the best thing to do is to remove it and connect the white wire from the loom directly to the solenoid connector. You don't need to worry about the other two wires, just leave them.
To remove the DDS you need to drill out the tamper proof screws on the rear of the black plastic cover or as some people have done take a hammer and chisel to it. Underneath the black plastic tamperproof cover is a standard fuel cut off solenoid. It's probably ok, it's the tamper circuit that causes the problems.

no i havnt ratty i will upload a picture now i have a sensor on the top of the pump with a blue plug 3 wires and a black box on back of pump were the 4 diesel pipes go to injectors

Is the vehicle cranking over ok? Is there any smoke from the exhaust if it is cranking over? The click from the stop solenoid isn't always a loud click. Are you sure it's not clicking faintly?

assuming that this IS where the fault is.;)

If the cam was in the wrong position it wouldn't prime with the hand primer so a quick flick of the key to turn the engine a bit would sort that out.

could be or air leak ie wet leak off pipes ,outer lift pump lever doesnt indicate whether pump works need to look at output from lift pump whilst cranking
