Steering box seals won't fit

I'm getting sick and tired of my steering box! I simply can not get the seals to fit.

The car is a 110" TD5 2002, the steering box is four bolts.

It is the lower seals box just above the drop arm. I'm using these seals:

First I insert the blue seal, then the black metal seal (with the rubber "flange" pointing outwards) and then we have the problem. I can not get the circlip to seat properly. It is like the two seals are too thick.

When I think the circlip is fitted I take the car for a test drive and the circlip gets loose again. I even cut some ½ mm rubber from the metal ring to make it thinner, but it did not help.

This is how it is supposed to look with the circlip in place (this picture is one I found on the internet, my box is still on the car)):

Does anyone have good ideas on what I can do. Or does the fault lies further up in the steering box which makes no room for the seals? Can you get a thinner metal ring?

Please help !!!!!!!!!!!!

its not pushed down enough or you left the old seal in theres usually quite a gap between circlip and washer, the black non metal seal fits on after circlip
 
I've checked before I installed the seals, it was clean.

I'm installing the seals while the box is on the car. I used a pipe that fitted the seals and used a jack to press the seals in place. The jack lifted the car so I'm guessing the seals are as far as they can go.

(I'm using britpart seals, could this be the problem?)

The black non metal seal is installed after the circlip.
 
I've tried fitting the genuine seals and the problem is still there :mad:

Could it the problem be further up in the box? That's my only conclusion....
