Starting problem

I've just replaced 2 injectors in my 2.7tdv6 rrs 06.im getting fuel to fuel rail but it will not start.ive checked voltage on injector plug and one prong is reading zero the other is reading 0.74 with the ignition on. I try to start cranks over but nothing .pump in tank all fine .

There will only be pulses to the injector. Do new injector have to be coded to the car with diagnostics?

Not sure as I'm new to these cars.when I picked it up the fuel relay was unplugged I've put it bk in and pump works fine.as quoted I'm getting fuel right up to injectors also some kind of voltage on plug but just turns over.but have a loud bleeping noise from underneath when trying to start. Sounds as if coming from near tank.
