Series 2 frame registration numbers

I finally got my brother to locate the registration number on the frame of the 1960 five door 109 we purchased. This was on the outside of the passenger's side front spring hanger (on this LHD vehicle).
The number is 254 363 30. Not 100% sure about last digit.
My brother says he found this to indicate 1962 to 1979, kind of a broad range of years.
Any other insights?

Yes. So it seems to be a collection of parts. Maybe the only thing that is 1960 is the registration plate.
I would say the vehicle you have is mostly, if not all, a 1968/9. Except the chassis plate (inside the cab) and the registration document. Why the older identity was added to, what appears to be, a good solid vehicle, only a previous owner will know. Are there/ were there any advantages in Canada to having an older vehicle? Emissions? Safety? Tax?
 
No difference between 1960 and 69 as far as insurance goes. Someone may have imported the vehicle and found it had no registration plate although that would be an obvious thing to ask about. It's a mystery.
 
On the bright side the chassis number is for a LWB and yours is a LWB, Its no unknown for the SWB to have a LWB number and visa-versa which causes a lot of issues.
 
I have never heard of anyone needing to compare a registration number with a chassis number in BC so the difference would not seem to be important.
We thought of looking for numbers on the axles but there is a lot of new paint on them obscuring things and we don't know exactly where to look.
 
Should these axle and diff numbers match the frame number or is there a separate code for them?
By the way, the engine has a plate attached saying it was rebuilt in 9 of 93. Also shows changes for piston, mains and big ends. Does not say who the builder is so I am thinking it may have been the military as you would think a commercial shop would have their name on the plate.
It does say Workshop No and it looks like EC02.

separate numbers and likely untraceable unlike the vin,lr reconditioned motors were fitted with such plates,military would have a nato number
