Seatbelts, legal or not?

Hello group, I purchased a 110 CSW which was originally fitted with rear bench seats & seatbelts. The previous owner removed the seats & belts and chequer plate the back for courier reasons. When I purchased the 110 I refitted the bench seats, but not the belts. My question is, is it legal to have passengers in the back (bench seats) without belts?

That's no good that's on about fitting inertia reel front seat belts. FFS he's on about rear seatbelts.

Here's a clever conundrum...

Think of a sentence that uses the same word consecutively and still makes sense (you can use punctuation).

What's the most times you can use the same word over and over again in a sentence? I can do an 11. (you can't say "i hit me finger with a hammer and said "************************************************".")
