I am looking to take my bulkhead off early spring due rust around the vents. The repair patches will not cover the rust/holes.
Other areas look fine.

Can anyone recomend someone who could carry out the repairs once off.
Looked at new ones which are galvanised but way to expensive.

Bulkheads are very tricky and time consuming to repair in this area. Once the windscreen frame comes off you will probably find one hell of a mess underneath. I'd consider finding a bulkhead with a good top and get the footwells and pillars repaired. I'd rather do that than get a new one because the new ones are not such good quality and they are expensive
 
i'd leave it in situ to do repairs.i had to replace both footwells and pillars and if it had been off the vehicle nothing would have lined up again.as has been mentioned i think you'll find some gurt big holes when the screen frame comes off.
 
Just another thought: All SIII bulheads seem to rust in the footwells and door pillars, but for some reason not all seem to rust under the windscreen. It might be worth considering looking for a bulkhead with a rotten lower half but good upper, chopping the top off it and welding it to your bulkhead with it's good lower half.
