Context? Usually a passive coil is a coil that current is induced in by a driven active coil. Can be used for measuring or feed back purposes or for evening out magnetic fields. In electric guitars "passive" means unamplified at source.

however seeing as this is a landy forum i suspect he's referring the the type of suspension often found on such fine vehicles such as a depender and disco - oft known as a spring

Hence the request for context. A look on Google found "passive coil over shocks" but what they mean is coil - over passive shocks i.e. non active damping.
