OEM Privacy Glass - is it just film?

Hi - I see privacy glass on Range Rovers all the time. Our DSE has mildly tinted glass.
My question is - is OEM privacy glass a window film or is it actually tinted glass?
I had a friend who tinted him windows on his nova as a kid and this stuff looks / is a world of difference to how I remember the film being.

Can someone please confirm either way.

I am assuming mine is OEM and I was dissapointed to find little bits of damage where you can see clear glass through it.

On my L322 the OEM is smoked glass, not sure of the % but it's fairly dark. Since it is smoked it does not absorb the sun heat unlike tinted film.
