New timing chain fitted

Hi All
with all the front end been stripped i have fitted a new timing chain tensioner along with a new set of chains. after replacing the head and the timing chain guides we have it to be tight to put the cam shaft sprocket in place,
Is it normal for the chain to be rally tight before releasing the tensioner or should there be some play in the chain as we are a mil or 2 out to putting the canshaft sprocket back on :confused:

Do you have the tool for relaxing the tensioner. Is tensioner fully retracted. Is tensioner retaining pin fitted correctly?
