Mysterious hole in td5 bulkhead

Me and my dad have been striping the inside of our td5 90 for a interior rebuild and found this hole. We can't figure out what it's for, there was just a floor mat covering it

Any help would be appreciated!

I think you'll find them in most cars!
Dunno why either but think they may simply be for draining purposes.
Also for the interior rebuild do you really think " striping the inside " is a good idea? Why not polka dots!

Has someone drilled an access hole to get to the clutch space cyclinder?

Its in the wrong place to be the lhd steering imo, the steering mechanism passes through the bulkhead above the footwell doesn’t it?

EDIT: I zoomed in and can see it’s a double skin hole. So came from the factory like that
 
Steering shaft - really? Funny place to put your steering column.

It’s the hole for the air conditioning pipes to run through, from the engine bay into the blower unit that mounts under the dash. Block it off and seal well if not needed.

Ahh cheers that would explain it, it doesn't have Aircon and we arnt adding it so that's another job to do.
