I put a line of tippex through the large one to the smaller one in line with the prop shaft.
only reason i think its the vcu is because of this front wheel not spinning and there is a very loud houling sound when going over 60mph on a light up hill
Nice try, but as the oters have pointed out, this is a false result as the two parts you marked don't turn separately. Mark the actual popshafts to be 100% sure.
You should suspect a seized VCU IF it fails one or more of the diagnostics tests.
Frankly, if you are going to query the VCU you need to do at least one of the tests properly. Repeat the Ashcroft test by jacking up the rear wheel. And also repeat the Tippex test by marking two parts that are supposed to spin separatly. There is no point in jumping to conclusions before you have done at least one of the diagnistic test correctly.
