Is this fraud?

if it's been sold as a collectible item of Motor memorabilia, NO! BUT this seller is stating that it can be transferred to another vehicle. Which it can not. This is false advertising and therefore fraudulent..
 
dubious way of reg'ing a vehicle but it doesn't say it was scrapped, technically wrong but if building a standard as it left the factory s11 on a correct replacement chassis a case of triggers broom could be argued!

It is illegal to transfer any registration number, without using DVLA's transfer service, and paying the fee.

if you transferred to another vehicle but if you built up from correct parts, technically you should have at least one original component but lets face it if you bought a landy and you found the chassis was scrap so you replaced it, engine was shot and replaced it, gearbox,steering,axles suspension etc all replaced with better working but correct items then you decided to fit it with better panels it is still the same land rover only it isn't, like I said dubious but possible if building up with correct parts for that land rover, i.e NOT using it to get a rangerover hybrid on the road like has been done in the past, I remember one car and im sure the only actual part the had was a steering box but it was built up with correct period parts for that model as standard and the i.d was allowed to be kept , the key being standard and correct spec, not saying it's entirely honest but it is workable assuming the i.d is legit

All true but it's still illegal to sell vehicle ID except through DVLA.

We all know this will probably end up on a stolen 90
 
More like the defender at west of England showground last year. had a series windscreen and that apparently allowed it to have a tax exempt series Reg plate..

and i seem to remember the lad that shouted fairly loud was planning a similar build
