Many thanks for all comments. My Haynes manual has two sets of electrical diagrams 86-91 and 91-96 and most, though not all, of the wiring appears to match the latter so looks like built as they were cutting over to 200tdi
 

My Brothers 1990 200Tdi has window hinges and 4 spoke steering wheel and wiring looks similar to your pic.
Where as my 92 200Tdi has solid windscreen brackets and the soft style steering wheel and my fuse box has more relays than in pic.
I'm sure i've read somewhere that Land Rover still sometimes fitted windsscreen hinges till end 200Tdi Hope this helps
 
My 1991 2.5na (ex-army) which is basically a tdi but without te engine has hinged windscreen brackets, large steering wheel but blade fuses in the fuse box. So right between model changeover so I wouldn’t take windscreen hinges etc as definitive as they could be anything from the factory or swapped at a later date.

Go by VIN.
 
Why is it on a Q plate?
Not sure hence the question but I have loads of history going back to 1996 which is when it was converted to Windows and rear seats etc by nene and registered on a Q by them. DVLA couldn't help but did say the car had been brought into the UK from France at some point...

Sounds like someone has made a mess of paperwork at some point then, hence the Q plate. Seems a bit odd to have come from France being a RHD, unless the conversion to RHD involved some major parts being replaced forcing the Q
 
Changing a steering box won't cause the Q plate.
There is more to this.
All my French re registers were inspected & age related plates issued.
Could nene have done the correct thing of having the motor inspected after the engine change & this cause the Q.

What engine change? Vin matches early 200tdi.

Even more questions as to why it's a Q
No problem. Had it been recently put on a Q I would have been more reluctant to buy it but having been on since 1996 and the fact that a family friend has owned it for the last 6 years made me feel a bit easier about it.
 
If it a "numbers match" motor could you not enquire with Dvla what the problem was. They may keep have kept a record.
When I used to take motors to Dvla
You had loads of paperwork with numbers for everything & if they were original/bought new or second hand.
To Get French discos throughly was just import paperwork & an inspection then uk mot.
