Disco 1 Hesitation between 1800-2000 rpm

My discovery 1 300tdi is hesitating badly between 1800-2000 rpm. It's much worse when cold and does get a little better after warming up.
It revs quickly above 2000 rpm and revs quite quickly up to 1800 ish when warm but between it takes ages to rev up.

She has been sitting for quite a long time and due to smoking issues has had the turbo rebuilt.
It seems to be getting good boost as the hoses go solid when on boost. That said I can't see the waste gate moving at any point during the rev range.

Can anyone shed any light on the issue?

God knows when it was last serviced. It is on my list of things to do. I have the kit and will be doing it shortly.
The alternator 100A fuse has blown but that's all, that will be replaced when I can get a new part.

I have only owned it for a short while as the previous owner had used it for off roading and it had sat for 9 months not being used.

Check all the hoses for wear and splits, including the little hose from the turbo to the FIP ...
Make sure that the hoses do not collapse either, does it still have the EGR valve?
 
It hasnt got a EGR valve, its been blanked off.

All the intercooler hoses were checked before I put them back on but I will check again now they are in place. I havent checked the hose going to the fuel pump, ill try to do that next.

It seems to be an issue off boost, on boost appears to be fine.
Its kicking out a fair amount of smoke when its hesitating then not once boost kicks in.
