head torque settigs, can you look in manual for me ?

caqn some one give me the talk setting and order in which to torque down the 19j head ? need today asap in a hurry haha !
 
ok, one more thing, iv got a fila gauge, but how do i reset the rocker arms on top, they all seem to be either half on the springs or off ? i havent touched them, any ideas ? can i start it and see what its like ? could this damage engine ?
