fuel gauge problem

i have a very optimistic fuel gauge that always says i have a full tank, i have checked the float and it is not stuck. anyone got any idea what is going on?

should add that the gauge does return to empty when the ignition is off

the live wire from guage is either earthed out on its way to tank ,put on earth terminal of tank or senders knackered check wire is fitted right on tank,remove and check to see if guage still reads full ,if it does wire fault if not sender fault
