When the temperature outside exceeds 18/19 degrees the dash board lights go crazy flashing and the needles fluctuate, the indicators, electric windows and locking system all fail while they are flashing.
Been to garage, had new computer system installed and a complete new heater panel. Problem is still unresolved. Anyone got any ideas please?

Well my garage man changed the heating panel probably thinking same, it made no difference. However, external temperature sensor, you may have something there! Thanks I'll relay this to my man
 
Or is that temp bringing on heating that then causes an issue?

I reckon it's a ground fault, bought on by a change in temperature. So I'd be taking it back to have the old ECU refitted and a refund provided. Then go through every grounding point in the vehicle, as I suspect that's what it is.
