Flashing battery Light.

I have an intermittent fault where my battery warning light is flashing very fast and at the same time the headlights are pulsating! The lights/warning light pulsate at the same level and don't change with varying engine speeds. My local garage has put a meter on it when it's playing-up but the measurements are o.k.
They still think it could be the alternator....any ideas?
