Filter at rear of engine?

Hi, I'm probably being thick but I've found what looks like a small round fuel filter at drivers side rear of TD4 engine(Freelander). This is connected only on one side, blanked off on other end, but this end is really close to a small black metal pipe sticking out of the engine. Only recently bought a LR and don't know my way around the engine bay. A friend of mine with a freelander brought this to my attention when he discovered the same thing on his car, then reconnected the filter to the metal pipe ,which seemed to make no difference! He then disconnected the filter from that end again in case it shouldn't be like that. I admit it really does look as if it should be connected to this pipe whatever it is, as what else could a filter do if there's no through flow? Advice would be greatly appreciated, Thanks , Mike.
 
The filter (looks like an old style fuel filter) should just have the rubber hose attatched on one end and the other end should be left open to the air not blocked off.....It's the turbo vent filter.
The other metal tube is the breather for the IRD and should also be left open.

More than looks like.... it can be replaced by those very same plastic in-line fuel filters should it get clogged up after playing off road ;)
