feels like rear wheels locking

i have abit of a problem with my disco 200tdi.
it hasn't been used for a couple of weeks and when i went to go out in it i released the hand brake and went to drive but it feels like the rear wheels have to be pulled (sorry about description),the hand brake feels really loose as if the other end isn't connected.
its also impossible to push,i have had it in neutral,hand brake down/off but it cannot be pushed because the rear wheels feel like there locking up.
i need to get this sorted asap as im stripping it down to a rolling chassis and would like to be able to push it in and out of the garage.

all help and advice much appreciated.

Sounds like your rear brake calipers are siezed up - if you are not going to drive the vehicle, why don't you just take the rear pads out?

mhm i did slacken the adjuster today but it made no difference.
i think i will get out there tomorrow and remove rear pads and see if that makes a difference.
 
Try driving it in reverse a short way .. I'd guess it being handbrake stuck on and cable not releasing properly. You can try this by crawling under and trying to rotate the drum. jack a wheel up and spin wheels rather than taking pads out , might be easier .. ;)
 
mhm i'm aware hand brake isn't on rear wheels.
i tried jacking a rear wheel up earlier but when i went to spin it it didn't move,well it moved about an inch then stopped.
