It didn't stop the lean, just stopped the swing axle tucking under which caused the car to roll as I recall. It limited the downward travel of the axle not the upward.

It limited the upward travel of the body over the expanding spring on cornering so reducing body roll.
 
Upward travel of the body is the same as downward travel of the axle is it not?

If one side is tethered and cannot rise the vehicle corners flatter. That is the idea. Have you ever been around a corner in a 2CV they can even make the pigs in the back sick.
