It's more than likely a bearing pulley, take the belt off and give all the pulleys a fettle.
Daft question but you're sure you fitted the right length belt?There are a few variations.
What's the outside of the belt like? I had a similar problem (can't remember the brands now) and the outside surface of one brand was quite smooth and rather shiney and the PAS slipped like mad until it got up to speed. Ended up with new (genuine) tensioner and a different belt which has a rougher outer surface and grips the pulley better.
+1 on this, mine did my head in, put a genuine one on and never heard a thing since, as also been said is it the right belt? as there is only a small discrepancy in the sizes,I had similar issue with TD5 belts squeaking/squealing and the only cure was to fork out and buy GENUINE LR belt, they are ribbed on the back of the belt so doesn't slip on the pulleys like the cheap ****e.
