ABS and TC lights stay on

My vehicle is a "soft dash" 1994 Classic Range Rover.
The ABS and Tc lights have been on for a few weeks ans I could live with that.
Unfortunately quite often it suddenly feels like the brakes are jammed on. There is a burning smell (like brake material) and the car struggles to keep moving. A couple of weeks back I found my back pads badly worn and assumed that was the cause but its not.
I've read a couple of similar posts but anyone anymore ideas?

You have the fault, the ABS and TC lights are on indicating a fault. Traction control is applying the brakes which is what it does if it detects wheel spin.
Maybe a duff sensor at the wheel.
 
Its all a bit of a mystery really. In my case I had low pressure in the system. New accumulator sorted it. In a mate's case, his brakes jammed on, and he needed a new modulator. My suggestion: be systematic. Get ABS diagnosed, then check fuses, relays, pressure switches ABS sensors and exciter rings (anything electronic) before getting down to mechanical bits.
 
First things first. Do the easy bits first.

Check wheel bearings. Wobbly bearings have been known to cause ABS faults.

If all the wheel bearings are good you need to get the blink codes out of the ABS ECU, there are lots of posts about that so do a search, you should also be able to find the necessary descriptions of the fault codes.

Once you have some idea where the fault lies then you can start to trouble shoot. Let us know what fault codes you get from the ABS ECU and don't forget to clear the faults from memory.
