2016 discovery sport egr fault

Hi all having trouble with a discovery sport 2.0ltr td 2016 the fault code that keeps coming up is p049b-00 exhaust gas recirculation - b- insufficiant flow detected.
Put smoke tester on and no air leaks found. Both egr valves changed (low pressure egr) with no luck all egr pipes clear.
About a month ago it was in with a blocked dpf but that has all been cleaned out and regeneration done.

We need to know a lot more about the issue than just code, and what you've done to try to cure the problem so far.
For instance.
Has the EGR valve or pipes been blanked off?
If not.
Have you replaced the the EGR controller valve?
Have you stripped and cleaned the EGR cooler?

I did these steps:
- replaced cooler filter. Error appeared again after around 1000 km
- replaced cooler and controller valves (new cooler comes with new cooler filter), error reappeared after 3000 km
- Replaced DPF and cooler. Error reappeared again after 3000 km

Now I am waiting for LR to tell me next step for like 2 weeks already. They initially said that they need to replace dpf again, I rejected their proposal.

What engine is it, 2.2 or 2.0?

Is 2.0 Ingenium 180 HP, 2016, 202000 km.
