2012 Low Emission Zone (LEZ)

I have a 200 tdi 110 CSW which has just been exempted from the new LEZ restrictions. Originally it was non-compliant, but after pointing out to the LEZ folk at Littlehampton that it is registered with the DVLA as an estate the exemption has been granted. It took a few phone calls and a bit of chivvying on my part, but I found them helpful. They did admit that they were snowed under with Land Rover queries. The important thing is definitely the word 'estate' on the ownership document. I am cleared up to the end of 2018 according to documents sent to me.

I have a 2.5 N/A petrol, which is exempt from the LEZ as it's petrol. however I have been thinking about putting the 200tdi engine in, how would this affect me? Would this still leave me exempt? It is a 90 station wagon but it states light 4x4 utility on the registration certificate.

Any help greatly appreciated

Hey all,

I have a 100 Double cab pickup (with soft top on the back) which I use for commuting and travel...

I just called the dval the other day and they requested a letter form LR customer support to ensure I can change my vehicle type form light 4x4 utility to something else...
LR Customer support said my vehicle cannot be changed of class as it was produced that way... and it has to stay that way...

Does anyone have any enlightening options? I am now forced to sell my 110 unless I fit a £2000/3000 filter...

I put the reg number into the City of London web site and came back the vehicle was NOT allowed under the 2012 LEZ... mine is a genuine yr 2000, TD5 CSW.....

pls advise ? ?

You can check you vehicle from there.
If it says Non Compliant from Jan 2012, then perhaps try calling TFL and havea chat with them.
They might advise you to contact Land Rover Customer Support

Ok - oh and hi after a long absence.... - so where does this thread take us?

I have a 2000 TD5 110 CSW. As I read the tfl letter it is 'automatically' a commercial vehicle as it has 12 seats (which I think is why the 90's and double cabs and newer 9 seaters are out of the mire..?).

So, with LR Customer Support is it that I can have mine reclassified as an estate and become non-commercial'?

All as clear as mud at the moment. tfl chap was unamused by my comment that I'd not noticed a trail of fatalities in my wake up till now...... and that clearly the same engine in thousands of other LR's were absolutely fine.......!!

Land Rovers
We have worked with Land Rover to establish which vehicles with the body type of 'Light 4x4 Utility Vehicle' are subject to the LEZ. Vehicles manufactured before 1973 are considered to be 'historic' vehicles and are exempt from the LEZ.

The vehicles listed below are subject to the LEZ standards:

All Defenders; 88s, 90s, 109s,110s, 127 and 130s (except station wagon variants with up to 9 seats)
Freelander Commercial
Discovery or Discovery Series 2 Commercial
Conversions (eg Ambulance, Motorhome)
The following vehicles are not subject to LEZ as these are classed as 'estates':

Defender, 88, 90,109 and 110 station wagons up to 9 seats inc the drivers
Certain vehicles meet the Euro 3 standard because they are early adopters:

All Defenders, 90s, 110s, 127s and 130s manufactured after 6 August 2001
Freelander Commercial manufactured after 14 September 2000
Discovery or Discovery Series 2 Commercial manufactured after 2 July 2001

A small number of Defenders, 90s and 110s may be a 'station wagon', but may not be classified as such by the DVLA. If your vehicle has side windows and fixed seats in the back of the vehicle, and up to 9 seats including the drivers seat, it will not be subject to the LEZ. In these circumstances you need to:

For models registered from 1998 - correct the body type description, vehicle model details and/or number of seats with the DVLA
For models registered before 1998 - register your vehicle with TfL with suitable photographic proofs if you intend to use the vehicle in the LEZ.

If I send photos etc off of this vehicle to TFL should it then make my vehicle compliant!?

I love and work in London and this is a massive pain in my A***

Just printing off the registration forms etc now,

Will I need to contact the DVLA too!?

My D reg 90 (2.5TD) was originally a van, so was registered as light utility - the previous owner fitted rear windows into (not very well and the leaked like mad - mainly as they were upside down and on the wrong side so as I drove along the water was driven in between the pains - anyway thats another story all together)

I use it mainly as a van, but did have one set of rear seats that i bolted in a while back to take some friends up to the lakes for a weekend - so i guess Ill have put it back in for a few mins to take some photos! - If anybody wants to borrow the bench seats for a photo session then let me know!

Hello Mick, I'm having real trouble getting dvla to accept my 1996 defender 110 csw is a station wagon [estate], even though I have sent them a letter from the British Motor Industry Heritage Trust! amend your v5 by hand, cross out 4x4 utility and put in estate in the relevant box, take a couple of pictures of the interior to show its an estate then write a brief covering letter saying the v5 needs amending, nothing to detailed just instructing them to make the changes then post it all off to dvla and you should be ok. I am assuming yours was made a station wagon and not a conversion?

Just to add I believe tfl use the dvla database to confirm whether a vehicle is compliant or not, so in theory once you've got the v5 amended you should be fine.

if its a genuine CSW look at the chasis number, think it has M as the 7th digit your will be ok..... I got mine registered on LEZ until 2018 no problem.... IF a van thats been modified it wont be allowed in after Jan 2012 {well... at £100 per day it will be}

I have just spoken with DVLA and TFL 10-11-11
DVLA have confirmed that TFL are incorrect in using vehicle weights to establish emissions for the LEZ as a vehicle without vehicle wights on its V5 will also not have co2 emissions recording due to its age.
i have a 1977 109 pickup diesel.
TFL told me that i am not exempt due to it being listed as a pickup on the log book.
I noticed on the TFL website it says that if its an estate or has windows and seats in the back it IS exempt.
They told me to photograph the vehicle and send in the log book copy with photos and proof of weights.
DVLA then confirmed this is rubbish as a vehicle without co2 or weights on the log book cannot come under controls aimed at emissions and i am under no obligation to pay for and carry out tests for these.

So if you have a LWB landy thats a dual cab or pickup, put some windows in the back and some seats.
If it's old and has no unladen or gross weights o the V5 you aren't obligated to do anything as TFL cannot guess this infomation for use.
You are not obliged to enter this information on their register form or on your log book.

Failing that put a second small tank in the back - 2 new fuel hoses to a second fuel filter and a crossover pollack switch.
use your new small tan with return as diesel startup.
when warm switch the crossover to the cars main tank and fill it up with settled waste cooking oil filtered through a tube type 5 micron filter.
1 mile before destination switch the switch back to diesel to purge the IP and injectors of cooking oil.
VEGETABLE OIL PRODUCES NO DIESEL PARTICULATES and will show up as 0 or 10 on any emmisions test.
DO NOT get an emmisions test and have the info entered on your log book if your vehicle is old and doesn't have it as you will then have to abide by this new information.

What class is my ex MOD ragtop then? It has seats in the back but no windows obviously.

Guys, just to let you know, i have a 1999 110 TD5. Unbeknown to me it started off life as a commercial with solid sides and has at some stage been converted to a CSW. Naturally TFL said it was a 4x4 utility and therefore subject to LEZ.
I wrote to DVLA asking them to change the V5C document. Thedy refused saying i needed a lettter from landrover supporting the change. Landrover said they could not do anything as it has been manufactured as a commercial.
In the end I took several photos of the Landy, complete with the seats and back doors. I wrote to TFL a couple of times,asking them to use a bit of common sense. I also implied that I may seek legal action.
I have now received a letter stating my vehicle is now exempt!!!
A victory for the common man.
