All access panels need to be opened, the oil level and water level needs to be checked before an mot can commence. There are certain pre checks to do before you register a mot.

I've taken many cars for MOT's over the years and not once has anyone ever checked the oil level!

Nope, they've never checked the oil level on any car I've mot'd. They do however lift the bonnet to check the brake fluid level. Did have an advisory once that the brake fluid level was low, but he was just guessing trying to look through the opaque reservoir. If he'd taken the cap off would have seen it was spot on.

I check the oil level before I smoke test a diesel engine.
If the bonnet isn't opened, a lot of the braking and steering/PAS system cant be checked, let alone the mounting points for brake / steering / suspension components etc.

They certainly dip the engine oil over here before they rev the guts out of it for the smoke test.

On a diesel oil level is checked before fast smoke test and a temperature probe is inserted into the dipstick hole for the duration of the test.

There is no need to keep the temp probe in the dipstick tube during the test, in fact its best practice to replace the dipstick before revving it. The probe is there to measure the oil temp and ensure it has reached a minimum of 80'c before revving it up to the limit. Sometimes it can be nigh on impossible to get a large older style diesel up to 80'c with no load on the engine, then it can be done above 60'c.
There are a number of testers who will bypass the oil temp measurement. (surprise surprise), and many more who don't bother checking oil level.
